If you want detailed information about Speeches and Demonstrations you can read this document prepared by the 4-H Office. Otherwise read the summary below.
What
Each member delivers a speech or a demonstration during the January/February/March timeframe during one of the monthly meetings. Many grand-parents come to these monthly meetings just to watch the grand-kids perform.
When
Use the age you will be on January 1 to find the when.
January is for senior demonstrations (14 and older) and intermediate speeches (13 to 15)
February is for senior speeches (16-21) and junior demonstrations (9-13)
March is for junior speeches (9-12), Cloverbud speeches if they want to and non-competitive make up for anyone who missed their January or February time
How
There are no time limit on speeches but there is a limit of 15 minutes for demos.
Demonstrations can be made solo or as a team. Age of oldest member determines when it will be done.

The members with the best speeches or demonstrations can compete at the next level of competition (called County Rally) normally held in April. Anyone can go to County Rally to listen to the competitors and learn something new. Winners at County Rally go to Regional Rally approximately two weeks later. Winners then go to 4-H Weekend.
